ISMUB means Inspection, Seminar, Movement, Utilization and Board. Shrii P.R. Sarkar has said that “System without speed is useless and speed without system is dangerous”. This department is responsible to see that the organization is efficiently managed according to ideological standard, both in system and in speed.
ISMUB Department has the following Sections I Inspection S Seminar M Movement U Utilization B Boards
* INSPECTION system insures a tight check on whether or not all offices are operating according to standard. Seminar duties are delegated during RDS wherein every district of the sector is “covered” by a specific date, place, organizer and trainer. The seminar topics are given every six months at the time of DMS in Ánanda Nagar. These topics reflect the current philosophical knowledge being disseminated world wide by Ánanda Márga. This insures a systematic development of collective psychology. Each márgiis is expected to attend the seminar and take a specific duty. The seminar reports are to be collected and scrutinized by the ISMUB Department.
Inspection Duties of ISMUB Secretary The responsibility of inspecting offices and office records, books, efficiency, etc of all districts, units, wings and sections or subsections of all allied and affiliated organisations of Ánanda Márga lies with the Central ISMUB Secretary. Where it is physically impossible for him to inspect an office or units personally, he may get the inspection work done by a/a group of responsible and competent person/s.
Intervals of inspection 1. Táttvika, ácárya/a’, avadhúta/iká’ and Purodhá Board. - Every May and November (2x year) a. Duty of ISMUB Central to see that GS inspects Central Boards. b. Regarding inspection of Avadhúta/iká and Purodhá boards. The inspecting authority is selected by PP and President. It is the duty of ISMUB to get the same done through PP and President. Request has to come from ISMUB.
2. All other controlling offices; Central Ánanda Márga, RU and all other controlling offices, all departments, all other organisations. - Every June and December (2x year) a. Responsibility of PP and President to see that Ánanda Márga Central (General) is inspected by Central ISMUB. 3. All organisational offices other than structural controlling offices like BP, AM offices, colleges, homes, hospitals etc. - Once a year. The ISMUB Secretary reserves the right to inspect any office of any organisation whenever and wherever so desired by him. 4. The ISMUB office will be inspected by the appropriate authority appointed by the Ánanda Márga Central President.
Procedure for ISMUB Department i. Inspection done by ISMUB Secretary or representative ii. Inspection done by departmental secretary iii. Monthly and weekly reports
After scrutinising the above three, either: 1. The ISMUB Secretary is to arrange for fresh inspection by his representative or: 2. He is to arrange for immediate inspection by authorities of the inspected department or: 3. He is to issue an explanation sheet to inspecting departmental authorities and if not satisfied by the explanation, he may put up the case for the perusal (inspection) by General Secretary and he may charge sheet the inspecting party at fault.
ISMUB Department is to prepare its inspection programme, and will get the same done by Central representative or Sectorial or regional ISMUB Secretaries in such way that the work of each and every department, section, unit and institution shall be inspected twice a year. Or once a year in case of offices other than controlling offices.
While inspecting the financial solvency, proper accounting, maintenance of proper records, speedy disposal of papers, cleanliness, ever increasing mass popularity, ever increasing development; worker’s, pupil’s and boarder’s devotion, sincerity, courage and discipline; list must be invariable be looked into. While inspecting papers and magazines, standard, circulating, financial position, regularly in publicity, etc must invariably be looked into.
Seminar Guide Line for All Central, Sectorial and Area/Regional Level Workers and Trainers (Relevant Points from the Procedure Order)
1. Sectorial and Area/Regional workers are to see that seminar reports are duly sent as per system of all levels by the concerning trainers and organisers which include the name of trainers and organisers (below level) against the prescribed date and level, review report and duty list in prescribed proforma. 2. All trainers should be particularly strict regarding screening and attendance of all level seminars. 3. WT workers of all wings and levels are to supervise so that optees are discharging their six types of under mentioned duties: a. To conduct the seminar at least on any level as organiser as per date. b. To supervise the lower level organisers to materialise the seminar programme as per due dates given by them. i. To discharge his/her designatory duty properly. ii. To supervise his/her lower level designatoryoptees. iii. To work as a trainer at least on one level of seminar. iv. To supervise his/her lower level trainers to ascertain that they held class in lower level seminar as per date. 1. Nobody is authorised to attend seminar of any other Circle/Region in place of his/her own Circle/Region as it may create hindrance in assigning the designatory duty and also the duty of trainers and organisers to optees up to village level of the concerning circle. (Here circle is related to Delhi Sector whereas Region concerns the overseas Sectors.) 2. Seminar routine must be strictly followed and nobody is authorised to remain outside seminar campus during the seminar period. 3. If in any particular seminar the No. of optees is less than the prescribed No. the concerning WT will be held responsible and disciplinary action will be taken against him/her. 4. WTs and local Ac of any level will attend compulsorily 1st Diocese Seminar. 5. After the completion of seminar (1stDio.) the report should be submitted personally in IRSS/RDS along with a copy to be submitted to be ISMUB Secretary Central through proper channel. Other level seminar report should be sent to the ISMUB Secretary through the proper channel in prescribed proforma. 6. An (telephonic report in case of 1st and 2nd Diocese Seminar) email shall be sent to the ISMUB Secretary on the evening of 2nd day during the seminar period (of all below level seminars). 7. There will be compulsory Kaoshiki and Tandava competition for all optees of all levels and of all categories during seminars. (Note-Attendance-record should be prepared Diocese-wise (according to the proforma) so that one copy of the same may be kept with the concerning field worker in order to pursue follow up etc. at the local level).
IMPORTANT INSTRUCTIONS
Seminar period and other programme According to the existing system of the Mission, there must not be any major organisational programme (except the general or normal or routine type of activities) in any place of hinterland Diocese before and during the January, February, up to 2nd or 3rd week of March, June, July, up to 2nd or 3rd of August) because the same may affect the gathering etc of those seminars. That is organisational programme by different Departments, Sections, Trades, Branches can be fixed after these dates. The same rule is applicable for Dit level seminars with the exceptions that such programmes must not coincide with the date of Dit level seminar and that the venue of the same must not be in the same block but should be in distant block of the concerning Dit where the seminar is being held. For Block/Paiñcayat/Village level seminars, only precautions are to be taken that other organisational programme should not coincide with those seminar dates. Of course, all Department, Section, Trade, Branch are free to take initiative to conduct Block/Paiñcayat/Village level seminar having merged or amalgamated their own programme with the seminar programme on the same date.Success of below-level Seminars The true spirit and real success of seminar depends upon conducting the same at different below levels, i.e. Dit/Block/Paiñcayat/Village. This is a collective responsibility of all. The Central and Global workers, senior and competent sectorial workers, senior ácárya/ás are deputed for the first time and second Diocese seminar. Similarly, competent trainers (and enthusiastic organisers) should be fixed for below level seminarslike Dit and important Block for which Sectorial/Regional/Diocese level workers, senior Grihii Táttvikas and ácárya/ás, senior or interested márgiis should bedeputed (A list of such trainers forDit and below level is given to Central Trainers). The motivation for and practice of conducting below level seminars by any worker (particularly by field workers and young as well as potential supervisory, workers) are helpful for increasing one’s all-round capacity, competence, knowledge and experience.
Organisational duties to Márgiis Organisational duty is an integral part of our ideological and spiritual life. ‘Organisational duty’ means specific duty with a definite designation in a specific jurisdiction. Organisational duty is connected with some vital aspects or our organisation like Follow up, Utilization, Organisational consciousness andimplementation. Preliminary organisational duty is given at the time of Initiation (duty of DP and Sevá in a specific jurisdiction according to the spirit of the Supreme Command) and systematic organisational duty (optee) is given in seminars. Also in the seminars, organisational duty along with the ideological motivation is reviewed, checked up and reinforced. In fulfilment of the greater interest of the Mission, it is always better and beneficial to encourage and ensure new márgiis attendance in seminars.
There is enough scope of giving organisational duties to márgiis like the following: 1. Dharma Pracára and Sevá in a specific jurisdiction like village, Paiñcayat or Block (mostly in the case of new initiates): 2. PP/GMP or UBP if there is no UBP at the moment (ERAWS-Optee): 3. ERAWS-unit (three persons with one amongst them as secretary) in Block, Paiñcayat, Village (ERAWS-Optee) or WWD-units in the case of sisters: 4. PP/GMP or UBP, if there is no UBP at the moment, for Trade-Optees including those of 22-SD separately in the same Block/Paiñcayat/Village where ERAWS-Optees have been given duties, GP/SD(L) duties in Block- Paiñcayat -Villages in the case of trade-sisters: 5. District/Block/Paiñcayat-Village level specific duties for AMPS-Departments and Sections like RU/RAWA, MU, AMURT, PCAP, EMS, Medical etc. (ERAWS-Optees, or for Sections and Branches like GV, NariiAbhyudaya, HPMGL, PWSA etc in the case of sisters: 6. District/Block/Paiñcayat/Village level duty of Sections and Branches of trades (trade optees including those of 22-SD) or duties of Sections and Branches (if any) of GP (or SDCL) in the case of trade sisters.

Why Seminar? * SEMINAR 1. For each and every Ánanda Márgiis to attend seminar is mandatory as it is a part of sixteen points (C.S.D.K) which are our fundamental duties. So the seminar programme must be organised collectively and in proper manner and the same must be implemented with utmost sincerity. 2. Seminar is a great occasion where new and old get a chance to enhance their knowledge and also they get scope to assimilate Babas multi-dimensional all pervasive ideology and philosophy. 3. It makes us conscious and well equipped organisationally regarding our duties and responsibilities in His Mission. 4. It is the suitable occasion for ‘get together’ which enhances collective spirit, structural solidarity and expansion: it immensely helps us in spiritual elevation. 5. It is an effective means to reach mass level ideologically and organisationally.
* MOVEMENT Means the conscious effort by each márgii and Whole Timer to see that a dynamic flow is being generated in every unit. For example, Food For All movement, Employment For All, Anti-smoking movement, Prevention of Cruelty to Animals and Plants, Anti-pornography, Vegetarian movement, Aid to poor students, Anti-pollution, etc. These movements throughout the Sector are supervised and controlled by the ISMUB Department.
* UTILIZATION Means that a conscious effort is being made by all márgiis and Whole Timers to utilize the physical, mental and spiritual capacities within Ánanda Márga. Every land, every building, every object, every plant, every mind and every soul should be engaged to the maximum for the uplift of creation. ISMUB Department will be actively supporting this activity.
Utilisation is a very vital aspect of our Mission. It belongs from the moment one is initiated. The spirit is to take maximum care of each initiate with top priority particularly at the initial stage. There are different layers of utilisation. The target is to practically help and inspire each sádhaka/sadhika in different stages and finally to convert into an A-grade Márgii in ideological and organisational sense. The real success is to ensure that not a single initiate is left out in this respect. The basic responsibility lies with the ácárya/ás (who initiate and field workers (Dit/Diocese/Circle) level workers who remain in-charge of local utilization). But collective responsibility rests with all types of workers, Grihii táttvikas and ácárya/ás. Senior márgiis attached to local units. For this, it is essential that proper record is maintained (in prescribed proforma) for each sádhaka/sadhika in every unit, more surely in Dit S/L) in the form of sádhaka/sadhika. The touring workers of general side and trades (from central to below level) must supply the particulars of initiates during the tour. All concerned should be educated and constantly inspired regarding the above-mentioned points of utilisation.
Date, Place and Arrival Whatever be the circumstances, nobody is authorised to change (or make plea for the same) once the same has been officially circulated and declared. The participant should preferably arrive in the seminar by Thursday night or must report no later than 8 A.M on the first day of the seminar and seek permission from the trainer in that case.

Seminar review (with WT workers) – Attendance (Dit or Diocese), lapses related to the organising (if any): steps like explanation sheet. 16. IRSS and TP (field workers). 17. Paper cuttings, Photos etc. 18. Local situation – Unit, Bhukti Committee, Coordination, Development. 19. Verification and authentication of Duty Allotment Card for optees.

Please note that selective gathering is preferable for FIRST DIOCESE SEMINARS. The presence of following persons is a must for FIRST DIOCESE SEMINARS:-
a. WT and local Grhii ácáryas of any level of the hinterland dioceses. b. ACB Members, PKB. c. All B.P.s (General and Trade) along with their Bhukti committee members of hinterland dioceses. d. UBPs of hinterland dioceses. e. Unit Secretaries of the hinterland dioceses. f. All LFT-s of the hinterland dioceses. g. Other designation-holders and responsible márgiis who can be given trainers or organiser’s duty in below level seminars. h. WT/LFT candidates. (from ISMUB Dept)
* BOARDS Set up Advisory Committees Boards or ACB and Working Board or WB of every department and on every level, i.e. unit, village, paiñcayat, upabhukti, bhukti diocese, region and sector. This will insure the proper management and supervision of the entire organization. It is the duty of ISMUB Department to monitor and control the efficiency of these boards and committees.
Procedure order regarding the ACBs in the Sectorial and below Levels Procedures of formation of Boards up to unit committee level in all sectors.
ii) At regional level, 38 boards from the above mentioned list of sectorial boards are to be formed. iii) At below level. i.e. from the Diocese up to unit committee level, 37 boards, excluding General and Law from the above sector boards are to be formed.

ii) At regional level, 38 boards from the above mentioned list of sectorial boards are to be formed. iii) At below level. i.e. from the Diocese up to unit committee level, 37 boards, excluding General and Law from the above sector boards are to be formed. 2. Structures and Constitution i) In all these 39 boards in sectorial level, SS of the concerning sector will be the ex-officio chairman for each of these 39 boards. ii) The concerning sectorial departmental secretary/sectorial in charge/wing head shall be the ex-officio secretary for each of these boards iii) For WWD Boards, SSWS is the ex-officio chairperson. iv) Concerning branch secretary (in case of WWD and Wings) shall be the ex-officio executive member in certain specific boards. v) There should be minimum 3 and maximum 7 sitting members in each of the sectorial level boards that are to be selected from amongst the sincere and devoted márgiis from the different regions of the sector. Additional instructions regarding the constitution of following 5 boards – as included in procedure orders for their respective central level boards – shall be followed in case of sectorial level boards also – a) Publication board b) Finance board c) Commerce board d) Education board e) Medical board vi) There should be one LFT acting office superintendent of all sectorial level boards (until WT is posted for the same). vii) In all the Region Level boards of every sector (37 in number), RS of the concerning Region will be the ex-officio chairperson except for the WWD boards. viii) There should be minimum 3 and maximum 7 sitting members in all these 37 boards who will be selected from amongst the sincere and devoted márgiis, preferably from different dioceses of the concerning region. There should be one LFT acting office superintendent in each of these boards. ix) In the diocese level of every region of every sector, DS of the concerning diocese shall be ex-officio chairperson in all the 38 boards except for the WWD boards. x) There will be one acting secretary for each of these diocese level boards who will be selected from amongst the suitable LFTs (if WTs are not posted as concerning diocese level departmental secretaries). In case of wings, if Zonal level WT is posted in any Zone the said WT worker shall be the ex-officio secretary of the concerning Zonal level boards. xi) There should be minimum 3 and maximum 7 sitting members in each of these 37 Diocese level boards who are to be selected from amongst the sincere and devoted márgiis, preferably from the different Dits of the concerning diocese. xii) There will be one LFT acting office superintendent for each of these diocese level boards. xiii) In the dit level of every diocese of every region of every sector, Dit Secretaries of concerning Dits will be the ex-officio chairperson in all 37 boards (dit level) except for the WWD boards. The Dit where no DitSecy has been posted, one chairperson from each of these Dit level boards are to be selected from amongst the sincere and devoted márgiis of the concerning Dit who will be known as Dit acting chairperson of the concerning Dit level board. xiv) There will be one acting secretary for each Dit level board who will be selected from amongst suitable LFTs. xv) There should be minimum 3 and maximum 7 sitting members in each of this Dit level boards who will be selected from amongst the sincere and devoted Margiis from different blocks of the concerning Dit. xvi) There will be one acting LFT office superintendent in all these Dit level boards. xvii) Other than in the case of a WT, no single person is to be included on more than one board/committee. This structure continues up to unit committee level. 3. Criteria for the selection of LFTs for the posting of acting secretary or member of any board: It is to be noted carefully that LFTs to be selected for the post of acting secretary of any board of any level must not belong to the Diocese in which the head office of concerning level board is situated. It is our policy that whenever any LFT is posted as a member of any committee/board of any level, he/she must not belong to the concerning diocese, but if any LFT is not posted as member of any committee or board, the question of his/her own diocese will not arise. 4. Qualification and eligibility for the selection of sitting membersor acting chairpersons of different boards at sectorial and below levels: i. One must be a sincere and devoted márgii ii. One must be a sincere follower of 16 points and other basic tenets of the Mission iii. One must be active and dutiful to his/her assigned organisational duties. 5. Functioning of boards at the sectorial level and the below level Each of the 39 sectorial boards will hold it’s meeting at least once in every 3 months. Each of the 37 regional level boards will hold it’s meeting at least once in every alternative month. Each of the diocese level boards will hold its meeting at least once in every month. Each of the Dit level boards will hold its meetings once in every fortnight. Each of the block level boards up to unit committee level will hold it’s meeting at least once in every week. But in case of any emergency, any of these boards of any level can hold its meeting for as many times as they require. 6. Two main duties of ACB In the periodical meetings, each of these boards of each level will have to do two things: a) They will have to review the outcome of the concerning boards during the period under review. b) They will have to chalk out a detailed concrete programme as to how the programme and the plans of the organisation duly conveyed by the immediate concerned upper level boards are to be materialised. 7. General Duties and responsibilities of the ACB a) To decide and prepare effective implementing programme related to the Dept/section/wing. b) To take up and prepare such programme which will be needed in view of the particular situation and necessity of the concerning sector according to the aims, objectives and targets of the department/section/wing. c) To review the outcome of each programme in comparison to the previous resolutions taken regarding the same. d) To act as an implementation agent in the practical field, individually and collectively, for the progress of the concerning department/section/wing. e) To form and supervise below level boards. 8. Duties and responsibilities ACB members Specific duties and responsibilities of the sitting members, acting chairpersons, etc of the ACB: a) To acquaint oneself with the aims, objectives, programmes and targets of the Dept/section/wing. b) To acquaint oneself with the functioning and the structural system of the dept/section/wing. c) To attend all meetings of the boards regularly. d) To maintain constant relationship with the structural set up and the organisational set up of the Mission. e) To maintain liaison with the márgiis and sympathisers in the field on behalf of the boards. f) To become an ideal example and take active part in the materialisation of departmental programmes in the field. 9. Proceedings and resolution: The proceedings of every periodical meeting of each of the level boards are to be submitted to the immediate upper level boards for their perusal, concurrence and necessary action, within a period of seven days of holding such meeting. 10. Limitations All boards from all levels are to function within the jurisdiction and purview of the basic policy, different working policies and procedures, guidelines, established conventions and norms, rules, regulations etc of the mission. So these boards are not the policy making bodies rather they are to formulate and materialise the implementation programme in order to ensure the speedy progress of the Dept/section/wing. It is to be remembered that “post” in these boards are the symbol of ability, dynamicity and work orientedness. 11. Advisory Committee: The advisory committees at the Sectorial level (to be constituted of such Márgiis who have professional knowledge and specific proficiency in a particular line) shall be formed as and when appropriate situation will be created as will be decided by the concerning SS. 12. Terms of the board members Terms of the board members and their replacement (if required, after the formation and consequent approval by the appropriate structural authorities): Tenure of different boards and their members is three years after which a review of out-turn of all below level boards including their members will be taken by immediate upper level boards. As the post of the sitting members are purely selective in nature, so the continuance as members depends on efficient, sincere and effective discharging of the responsibilities. Replacements (if required) within 3 years or thereafter may be done on the following circumstances: a) If so directed and advised by immediate upper level boards on the basis of periodical reviews. b) If one member has not attended 3 consecutive meetings without valid reason. c) If one member has been found careless, uninterested or not dutiful to his/her responsibilities. In all cases, each replacement or selection must get consequent approval from the upper level. 13. Others Other details of the working procedures and duties of these boards including their members (like job description, quorum, coordination, etc) shall be decided by the concerning SS. He is also to decide the target date, etc of the formation of below level boards as mentioned above.

Notes: a. There may be adjustment and variation in the routine according to the local situation and need. b. Nagar Kiirtana should be done at least on one day either on Saturday or Sunday immediately after Paincajanya. c. Street corner meeting or public meeting and cultural programme or symposium to be done on Friday or Sunday afternoon. d. Organisational class (as mentioned in the synopsis) fixing duties for newly attending márgiis, declaration of trainer and organiser for below level seminar, other important organisational points and programme –all these to be done at the time of second class period (morning session from 10.30 A.M up to lunch) on Sunday. e. Telephonic report regarding the attendance to be sent to the Central ISMUB-Secretary on Saturday night and telegraphic report of the same on Sunday. g. Akhanda Kiirtana preferably done on Thursday evening or at early hours of Friday morning (seminar class must begin on Friday morning session according to the routine. h. Management, collection, external contact etc, must be organised and planned in such a way that no dislocation is created during class hours and that all participants can attend the classes. i. Further Devotional stories on Baba, Baba’s voice or video (if available), more interaction regarding organisation and spiritual matter may be done on Sunday night (after cultural programme/symposium, other programmes are over). j. There will be collective social service on the second day of the seminar period. k. There should be special Sadabrata at least on Sunday.
