Baba had said this while holding the meeting of ACB Advisory Committee and Board in Calcutta in 1986.

1. Importance of ACB. ACB was started in the year 1978. Since then, Pujya Baba himself used to conduct ACB reporting and ACB group meetings. The real importance of ACB lies in the fact that it has to play a vital role in the collective decision making process of the organization as well as in harnessing the knowledge, experience and functional capabilities of the participants for effective implementation. All schemes and programs at all stages and levels.
This ensures a continuously increasing flow of dynamism in the organization. The ACB also represents a practical platform for coordinated cooperation between the structural side and the organizational side of the Mission as desired by Pujya Baba.
2. Policy.
Every department, section, wing, branch of the organization should have advisory committees and executive boards from the global level to the village committee level (i.e. regional/regional, division/provincial, suba/zone, district, block panchayat, village level).There is a provision in AMPS General for 42 (forty-two) ACB Advisory Committees and Boards at global level and sectoral level.
But there will be 38 (thirty-eight) at the regional level and below that till the village level. All but 4 of the above 42 (23) will be there.
